If I can, then its possible there is a GPO or something that our sysadmin added that I am unaware of and of course he is on vaca so I am hoping this isn't the case. When you say opened in admin, did you mean "elevated", such as type in either cmd or notepad in the search box, right click it in the list and select "run as administrator"?

I am assuming you did but don't want to take that for granted. I am pretty sure it is an ownership issue because I do not even have the option anymore for any directories.

I am under the assumption that SEP or a GPO is disabling this as a security measure so that malicious software doesn't attempt to take ownership of anything it shouldn't. Windows Vista and Windows 7 both have a very secure permission system. Do you even know about UAC? You are correct, by default the hosts file is visible. Wrong, you need admin rights either elevated cmd or elevated notepad this is NOT a hijack problem, but intended by Vista and Windows 7 for security reasons. I usually do it like this. No matter what you do at a permission level you will still recieve access denied messages and you require permission from messages.
